The David Patrol District has 26 officers assigned to its area of responsibility.  The district had traditionally been predominantly commercial, however over the last several years, residential construction has increased.  It is estimated that the David Patrol District currently has approximately 14,000 permanent residents.  The district has 2 educational institutes within the district and 2 city parks along with a dog park.  David District officers maintain active partnerships with 6 current neighborhoods.  David District is the home of Concord Mills Mall, Concord-Padgett Regional Airport, Charlotte Motor Speedway, Z-Max Dragway, and Great Wolf Lodge along with numerous other commercial attractions.

Captain Larry Hubbard began his career as a patrol officer with the Charlotte-Mecklenburg Police Department in 1994, serving that community for over four years.  During that time he was recognized by the department for his high apprehension rate of impaired drivers for three years in a row and was awarded the Medal of Merit for entering a structure fire to rescue a bedridden homeowner.

Captain Hubbard’s employment with the City of Concord began in 1998, where he worked on patrol as an officer, served as a field training officer and was accepted onto the SWAT team in 2002. As an original member of the department’s SWAT team, he served on the entry team, sniper team, and as sniper team leader. In June 2019 he completed 17 years on the SWAT team. He was assigned to the Public Safety Unit in 2003, where he was active in several community programs to educate inexperienced teen drivers about the risks of aggressive and impaired driving.

In 2014, he was promoted to the rank of sergeant. As a sergeant he served in Planning & Logistics, Baker District, and Charlie District. He currently serves as a volunteer on the department’s Use of Force and Commendations Committees. Lieutenant Hubbard is the recipient of the department’s Officer of the Year award, Medal of Meritorious Conduct and the LifeSaver award.

Captain Hubbard holds an associate degree in Criminal Justice and in Correctional Services from Central Piedmont Community College and possess his Intermediate and Advanced Law Enforcement Certificates through the State of North Carolina. He takes great pride in using his vast experience to mentor newer officer and has served as an instructor of Basic Law Enforcement Training at various community colleges since 2003.

Captain Hubbard has two children, Cody and Cassie. When not at work, he enjoys hunting, traveling to Oak Island, NC and working outdoors.
