The Neighborhood Matching Grant (NMG) program was established to assist recognized neighborhood organizations in funding projects which will enhance and strengthen neighborhoods. The program awards up to $3,000.00 in matching grant funds to eligible recognized neighborhood organizations. The grant is a competitive grant and neighborhoods will compete for the grant with other recognized neighborhoods.
The goal of the program is to facilitate neighborhood self-improvement. All projects are initiated, planned and implemented by neighborhood members. Every award is matched by neighborhoods’ or communities’ resources of volunteer labor, donated materials, donated professional services and/or cash. The program encourages collaboration and partnerships with the city and others. Grants are awarded annually by City Council.

The City of Concord grants funding to non-governmental, or "External Agencies," that contribute to the City's cultural, social, and economic vitality. External Agency funding requests are considered by the City Council under the auspices of the Public Purpose Clause of the North Carolina State Constitution (Article V, Sec. 2(7)). Further guidance by North Carolina Supreme Court case law allows the City Council to choose to fund activities that 1) are within the appropriate scope of governmental involvement and reasonably related to community needs and 2) benefit the general public, as opposed to special interests or persons.

The goal of the FTA Section 5310 program is to improve mobility for older adults and people with disabilities throughout the Concord Urbanized Area and to enhance coordination of federally assisted programs and services in order to encourage the most efficient use of federal resources and achieve the national goal of improved mobility of elderly persons and person with disabilities. The 5310 program management plan is intended to facilitate the FTA oversight by documenting the City of Concord’s policies and procedures. Awardees of the 5310 funding will be receiving federal funds from the Federal Transit Administration and therefore must have the capacity to adhere to all Federal Transit Administration rules and regulations.
