Council Member Andy Langford

Andy Langford is a retired United Methodist pastor. Born in Charlotte, raised in Durham, educated at Davidson College, Duke University, and Emory University, he served as a pastor for 42 years. He has preached all over the world, including at Westminster Abby in London. Andy has authored 23 books, especially in the area of worship and evangelism. He was the editor of ‘The United Methodist Book of Worship.’ His last assignment was for 15 years at Central United Methodist Church in downtown Concord. Andy has studied deeply Concord’s history. He has been writing articles for the local paper on the religious communities of Cabarrus County. He has served dozens of local charities and non-profit organizations throughout the county. Sally and Andy have been married for 41 years and have two daughters and three grandchildren. He enjoys cooking, reading, writing, gardening, golf, and Duke basketball.

Lori Clay was born and raised in Concord, and apart from three years after college, she has proudly called Concord home her entire life. She received her K-12 education in Cabarrus County Schools and received her BS in Finance and Business Law from UNC Charlotte.

Lori is a local business owner with 30 years of experience working with her family-owned business, Premium Power Systems, which services and sells emergency power systems throughout the Carolinas. She also owns a small battery company that serves the back up power system needs for data centers throughout North Carolina, South Carolina, Virginia and Maryland.

Lori is a longtime member of the First Presbyterian Church in Concord where she serves as an Elder and is also a member of the choir. She is a past graduate of the City's Concord 101 program as well as the Cabarrus Chamber's Leadership Cabarrus Class, which she led until 2015. 

Lori has one son, and she is also a dog mom to a very spoiled Boston Terrier named Thomas Byrd and a loving stray cat named Pickles who found his forever home. In her spare time, Lori enjoys reading, cooking and traveling. 

“I am excited to serve the city I love and call home as a council member. It is my personal mission to work as hard for the city as I can and be in integral part of Concord’s future.”

 


 

Council Member Betty Stocks

Betty M. Stocks is a Concord native who grew up in the Logan Community.  Betty is a graduate of Concord High School. In pursuit of higher education, she obtained Criminal Justice Degrees from Rowan-Cabarrus Community College and Barber-Scotia College. Betty also has a Master of Public Administration Degree from the University of North Carolina at Charlotte.

Betty worked at the City of Concord Police Department for over 28 years. She started as a patrol officer and worked her way through the ranks to become the Deputy Chief of Police. Betty participated in the City of Concord Neighborhood Program during her tenure with the City of Concord. She served as the neighborhood liaison to the Logan and Underwood communities. Betty retired in 2019.

Betty remains active and involved with many community organizations. Currently, she serves on the Cabarrus Arts Council Board, Cabarrus County Community Foundation Board, United Way Citizen Allocation Review Committee, Racial Equity Cabarrus Advisory Team, Concord-Cabarrus Dr. MLK, Jr. Celebration Planning Committee, and Concord-Cabarrus Juneteenth Celebration Planning Committee.  Betty is a lifelong member of Grace Lutheran Church, where she serves as the Vice-Chairperson. She is a member of Zeta Phi Beta Sorority, Inc – Gamma Epsilon Chapter.

“Being connected to and involved in the community is very important to me. Building relationships is necessary to build partnerships that will make a difference in the lives of the citizens that we serve."

When not doing community or church work, Betty enjoys spending time with her husband Terence, adult children, grandchildren, and other family and friends.

 


 

Council Member JC McKenzie

JC McKenzie has served on City Council since 2017. He is a native of Princeton, WV and grew up in Fountain Inn, SC before moving to Concord in 1993. He recently retired after 41 years as an electrical contractor. He founded and owned McKenzie Electric, an industrial electrical contractor working throughout the southeast.

He is a member of Central United Methodist Church and has been involved in many committees. JC is a long-time Rotarian and past president of the Concord Rotary Club, his year ending in 2010 with the dedication of the “Everybody Plays” playground at McGee Park. He also served as Rotary Assistant District Governor from 2014 until 2017.

JC is married to Pam and between them they have three sons, two daughter-in-laws, one granddaughter, and one grandson.

“As I said many times while running for office, this is the opportunity of a lifetime for me. Now, the opportunity is a responsibility to the people of Concord and I’m excited to go to work. I will give all my energy to help Concord be the best we can be.”

Terry Crawford has served on City Council since 2017.  Terry and his wife Carolyn have been Concord residents for 12 years.  He holds a BS degree in marketing and economics from Middle Tennessee State University and attended Cornell University's School of Hotel Administration.  Terry had a successful 45-year career in the hospitality industry and retired as the General Manager of the Concord Embassy Suites Hotel and Concord Convention Center in 2015.

Prior to his election, he served five years on the Concord Planning and Zoning Commission including two years as chairman (2016 and 2017). Terry has also served on the boards of the Cabarrus County Convention and Visitors Bureau, the Cabarrus Regional Chamber of Commerce, and the Cabarrus Arts Council.  He was voted by the Convention and Visitors Bureau as the "Outstanding Ambassador of Cabarrus County" in 2016 and received the "Excellence in Economic Development Award" from the Cabarrus Economic Development Corporation in 2017.  He received a “Key to the City of Concord” from Mayor Scott Padgett in 2014.

Being born and raised in Cabarrus County, Jennifer Parsley Hubbard desires to raise her family with the same values and traditions she remembers. She cites being taught at a young age to be the person to stand up and help, and credits this life lesson with leading to service in the community on a continuous basis.

Hubbard is a graduate of A.L. Brown High School and King’s College, and attended the University of North Carolina at Charlotte. She is the Vice President of Operations and a Realtor Partner with Team Honeycutt at Allen Tate Realty and has been recognized as one of the top real estate agents in the area. With over 25 years as a small business-owner, Hubbard has built a solid foundation as an ambassador to visitors and citizens alike.

Currently, she serves on the Water and Sewer Authority of Cabarrus County and Concord Police Foundation boards of directors.  Past service includes Cabarrus County Tourism Authority, Academic Learning Center, United Way of Central Carolinas and the NC League of Municipalities. Hubbard is a member of Multiply Church in Concord and continues to be a strong supporter of animal welfare, housing stability and hunger relief.  She was elected to Business Today’s Top Women Leaders, Class of 2015.

While not hard at work, Hubbard enjoys time on the John Deere, working in the garden and searching for the perfect cup of coffee.  She and her husband love calling Concord home and strive to be an example for their 3 children and 1 grandchild of navigating life with love and passion.

Council Member John Sweat

John A. Sweat, Jr. has served on the City Council since November 2009. He was first appointed to fill an unexpired term and was elected to full terms in 2011, 2015, and 2019. John is a lifelong resident of the area and graduated from A. L. Brown High School. He holds Bachelor’s and Master's Degrees in Business Administration, Management and Economics and is employed as a HUB Logistics Manager. He retired as a Captain from the U. S. Air Force and the North Carolina Air National Guard after more than 24 years of service. He was sworn in as a member of the Class of 2020 inductee to the North Carolina Military Veterans Hall of Fame

John currently serves on the Concord / Kannapolis Transit Commission.  He also previously served on several state and local boards and commissions, including as the NC League of Municipalities’ representative to the National League of Cities Council on Youth, Education, and Families. He was also appointed to the Cabarrus Rowan MPO Transportation Advisory Committee, and served as a member of the Cabarrus County Habitat for Humanity Executive Board. John is a 2014 graduate of the Cabarrus Regional Chamber's Leadership Cabarrus program and a member of the Cabarrus Literacy Council executive committee. He also served as the Associate Class (Retiree) Representative on the Executive Council for the North Carolina National Guard Association. Prior to his appointment to City Council, John served on the Racial Diversity Committee, Historic Commission, and the Planning and Zoning Commission for the City of Concord.

John is married to Dana Sweat and has four children. He is a lifelong member of Westside Church of the Nazarene. 

John was honored to serve his Country in the military, and is now equally honored with the opportunity to serve his community on City Council. He feels that Concord is well prepared to deal with its diversity as a community and the quality of life issues that it will face as it continues to successfully grow in the future. “I am committed to faithfully representing the citizens of Concord while taking the lead on initiatives to enhance business opportunities, economic development, and overall livability in our Historic City.”
