The Adam Patrol District is a designated area in northeast Concord comprising mixed-use residential and commercial properties. Adam district has an area of 8.70 square miles with a residential population of approximately 18,445. There are currently 26 officers serving in Adam district. The district has 9 educational institutions, 7 recreational parks, and multiple employment and economic facilities such as Atrium Health, the Carolina Mall, and the Northlight Shopping Center.
Many of our residents participate in the Partnership for Stronger Neighborhoods, a program designed to build relationships with established neighborhood organizations to enhance the quality of life in our city. Adam district has 8 of these neighborhoods. Adam district is also home to a vibrant and growing craft beer industry. Some of our more notable establishments are Cabarrus Brewing Co., Southern Strain Brewing, and High Branch Brewing. All three offer a wide range of handcrafted beers, making them a popular destination. All in all, the Adam patrol district offers a wide range of options for our visitors and residents alike to safely explore and enjoy.
Kelly Seagraves began her career with the City of Concord in 2005, where she served as an officer in Baker District for three years before being assigned to the Special Investigations Unit and then VICE/Narcotics. In 2009, she was promoted to the rank of Master Police Officer and served as the School Resource Officer for Concord Middle School. Kelly was promoted to the rank of Sergeant in 2017, where she was assigned to the Patrol Bureau.
Seagraves was one of the supervisors for the Community Outreach Division. Her compassion and dedication to the community excelled as she became an advocate for Juvenile Law and relationships between juveniles and Law Enforcement. Seagraves received the Hometown Hero Award in 2021 for developing and implementing the Concord Police Department Cadet Program. Seagraves was promoted in 2022 to the rank of Lieutenant, where she was part of the operations bureau before spending time as a Watch Commander.
In 2024, Seagraves was promoted to Captain and assigned to the Professional Standards Division, where she oversaw investigations into both internal and external complaints. In September 2025, she assumed command of Adam District as its Commander.
Seagraves holds a Bachelor of Arts degree from the University of North Carolina at Charlotte. She is a certified general law enforcement instructor, teaching basic law enforcement training and instructor school. Seagraves is an FBI-LEEDA trilogy graduate. In addition, she serves as the team leader for the Crisis Negotiator Unit and serves on the Concord Police Foundation Board.
