David District has an area of approximately 15.38 square miles and a residential population of approximately 22,021. With 37 officers assigned there, David District contains one high school and one middle school. David District has community partnerships with five established neighborhoods. David district is home to several larger spectator events and attractions along with local communities. The Charlotte Motor Speedway hosts several events throughout the year such as concerts, NHRA,
NASCAR, and Motor Cross. We also have one of the largest tourist attractions with Concord Mills Mall with over 200 stores and amenities as well as Sea Life.
Along with these, David District fully staffs Concord Regional Airport with 4 officers and 1 supervisor. Allegiant Airlines flies to destinations including Orlando, Tampa, and Fort Lauderdale. Great Wolf Lodge is also an indoor water park and resort for the whole family.
Captain Patrick Tierney grew up in Concord, North Carolina. He is a graduate of Concord High school and Rowan Cabarrus Community College where he received an associate in applied science degree for Early Childhood Development. Captain Tierney began his career in law enforcement in 1999 with Concord Police Department.
Captain Tierney received his Advanced Law Enforcement certification from the North Carolina Law Enforcement Training and Standards Commission (2008) and he has completed the NCJA Tactical Training Certificate Program (2012). In addition, Captain Tierney has obtained a general instructor certification (2007) and a specialized physical fitness instructor certification (2008).
Captain Tierney has served the department in a variety of positions to include patrol officer, vice & narcotics investigator, SWAT operator/team leader. Captain Tierney was promoted to the rank of Sergeant in September 2012. He served as a patrol sergeant for a short period before being transfer to the criminal investigations division to oversee the vice & narcotics unit.
In 2016, Tierney was promoted to the rank of Captain where he was assigned to our department’s Special Operations Division. As the SOD commander, Captain Tierney was responsible for the following elements: community outreach & education unit, public safety unit, airport unit, vice & narcotics unit, street crimes unit, and our parks and recreations officers. Tierney also assumed the commander position for our Special Weapons And Tactics team.
In July 2019, Tierney transferred to the patrol division where he served as the Baker District commander for four and a half year before moving to his current position as the Captain responsible for David District.
