Today, Concord City Manager Lloyd Payne presented the recommended Fiscal Year 2025-2026 budget to the Mayor and City Council. The budget continues the City’s commitment to delivering exceptional service and maintaining the high quality of life that continues to earn Concord recognition as one of the nation’s best places to live and raise a family.

The total City-wide recommended budget for all funds is $382,574,668. The proposed budget prioritizes essential services, improves operational efficiencies, and invests in employees to sustain the high level of service residents expect and deserve. It does so while maintaining the current property tax rate of 42 cents per $100 of valuation and allocating funding to City Council’s strategic priorities, including dedicated funding for transportation, parks and recreation, and affordable housing.

Budget highlights include:

  • $4.4 million dedicated transportation funding for street and sidewalk projects.
  • $3.7 million for annual street resurfacing.
  • $1.8 million for Parks & Recreation greenway projects to continue progress on City Council’s goal of 30 miles of greenway by 2030. This includes funding for construction of the first phase of the Clarke Creek Greenway – Cox Mill Loop.
  • $1.8 million dedicated to affordable housing projects.
  • Prioritizes public safety, including funding for four new police officers for Downtown Concord, and the construction of Fire Station #13 and the Communications & Emergency Operations Building.

The proposed budget also aligns funding with City Council’s six Strategic Plan goals. These goals are: 1) Deliver Effective & Efficient City Government; 2) Create Economic Opportunities for Individuals & Businesses; 3) Promote a Safe & Connected City; 4) Invest in Innovative & Sustainable Infrastructure; 5) Develop Unique Places & Destinations; and 6) Leverage Communications & Partnerships.

Members of City Council received an overview of the budget recommendation from City Manager Payne during a budget workshop on April 8. City Council will further discuss the budget and hold a public hearing during the City Council meeting on June 12 at 6 p.m. at City Hall.
