The Community Development Division is committed to making the City of Concord and its neighborhoods better places to live, work, and play. Through the efforts of this Division, the City strives to provide safe, decent, affordable housing, a suitable living environment and economic opportunities, specifically for low- and moderate-income individuals and communities. The City has several programs in place to accomplish this goal. These programs are federally funded through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Programs.

HUD Announces New Critical Investments in our Nation’s Public Housing

On May 6, 2024, the U.S. Department of Housing and Urban Development (HUD) awarded $3.17 billion in Public Housing Repair funding to 2,756 public housing authorities (PHAs) in all 50 states as well as the District of Columbia, Guam, Puerto Rico, and the U.S. Virgin Islands to make capital investments to their public housing stock. Specifically, PHAs can utilize this funding for the development, financing, modernization, and management improvements of public housing developments. HUD Announces Nearly $90 Million to Make Low-income Families’ Homes Safer and Healthier

On May 2, 2024, the U.S. Department of Housing and Urban Development (HUD) announced nearly $90 million available to reduce residential health hazards for low-income families, including lead-based paint hazards, carbon monoxide, mold, radon, fire safety, and asbestos, advancing President Biden’s Lead Pipe and Paint Action Plan. With this investment, since 1993, HUD has made more than $3.5 billion available to protect children, families, and individuals from exposure to lead and other hazards in their homes. ClearWater Arts Center & Studios received a Grassroots Arts Program grant from the North Carolina Arts Council and the Cabarrus Arts Council to allow local artists to showcase a message of Creative and Cultural Inclusion through a T-Shirt Design Contest that ended on April 30, 2024. The T-Shirts will be displayed in the Main Gallery at ClearWater beginning on Friday, May 10, 2024, through Saturday, May 25, 2024. The weekday hours for display are 12:00 p.m. until 5:00 p.m. and the Saturday hours are from 10:00 a.m. until 12:00 p.m. ClearWater Arts Center & Studios is located at 223 Crowell Drive NW in Concord. Reimagine McGill Survey Results

In the fall of 2023, the City of Concord, in partnership with community organizations, sought residents’ input through a survey to help guide the decisions to determine how to redevelop the property that was purchased by the City on McGill Avenue, which is a major gateway between Western Concord and historic Downtown Concord. The City wanted to explore the concepts that would address a critical community need for greater access to fresh fruits and vegetables. The input from the community will help to guide the decisions for redevelopment on McGill Avenue. The survey results are now available for review. Please view the results below:
