The City of Concord Electric Systems, in an effort to continually reduce peak electricity consumption, is now offering a High Efficiency Electric Heat Pump Rebate Program. City efforts to reduce peak system electricity consumption helps to keep overall system generation costs low, thereby helping reduce individual customer electricity costs. The goal of the program is to incentivize the selection of electric heat pump systems that have an Air Conditioning, Heating and Refrigeration Institute (AHRI) verified Seasonal Energy Efficiency Rating (SEER) that is greater (more efficient) than that which is required by building codes/standards. The city will offer a $400 rebate to residential customers or developers/builders that install a new qualifying electric heat pump, or replace an existing heating, ventilation and air conditioning (HVAC) system, with a new qualifying electric heat pump in either a new or existing residence located within the city’s electric grid.
The High Efficiency Electric Heat Pump Rebate Program will consist of two individually administered sections; a Resident Applicant and a Developer/Builder Applicant with yearly funding allowances for each, as approved by City Council. All applicants must adhere to the Policies, Procedures and Guidelines detailed below and all rebates will be dependent on the city’s review of the application and the installation for completeness and compliance.
Rebate Request Application
General Program Policy and Procedures:
- Qualifying electric heat pumps, new or replacement, must have a 16.0 SEER or 15.2 SEER2 or greater.
- Qualifying electric heat pumps must be at least 12,000 BTU (1 Ton) but not greater that 60,000 BTU (5 ton).
- All electric heat pumps must have AHRI Certification as 16.0 SEER or 15.2 SEER2 or greater.
- The installation of Mini-Split, Ductless or Dual Fuel systems will not qualify. Hybrid (Dual Fuel) systems supplied with natural gas or propane will not qualify.
- A separate completed application must be filled out for each qualifying electric heat pump regardless of location.
- A fully completed application must be submitted to the city within 60 days of system purchase.
- Applicant must make available a time for city staff to verify the installation at the residence.
- Rebates will be processed as they are received until yearly funding is exhausted.
Application Submittal Guidelines:
- Application document and all other submitted documents must be filled out entirely.
- The installation must be a properly matched complete system recognized by the Air Conditioning, Heating and Refrigeration Institute (AHRI) and have an official AHRI rating. Systems that do not have an AHRI rating cannot be verified as a standardized proven high efficiency install. An AHRI Certificate indicating the SEER rating must be submitted with the application document.
- A dated sales invoice for the electric heat pump must be submitted with the application and must include;
a. Contractor’s business/company name.
b. Invoice/order number.
c. Make, model and type of electric heat pump installed.
- Applicant should retain copies of all documents for personal use before submitting to the city.
- The City of Concord reserves the right to request additional information and to reject any application that does not meet all of the requirements of this rebate program.
To qualify for a rebate, Resident applicants must:
- Be a City of Concord Electric Systems customer with an active account on record.
- New customers must have made application for service and been issued a city utility account number.
- Customer must be current on all electric accounts with no outstanding delinquent charges and no outstanding delinquent reoccurring history over the past 6 months.
To qualify for a rebate, Developer/Builder applicants must:
- Developer/Builder must have an active city utility account number.
- Developer/Builder must be current on all electric accounts with no outstanding delinquent charges and no outstanding delinquent reoccurring history over the past 6 months.

A customer may be denied under these and other conditions determined by the city:
a. Incomplete rebate application.
b. Application not received within 60 days.
c. No copy of dated sales invoice.
d. AHRI Certification of Product Ratings not included.
e. Funding has been exhausted for the current city Fiscal Year.
f. Customer’s account has outstanding delinquent charges and/or has outstanding delinquent reoccurring history over the past 6 months.
- The City of Concord’s Electric Heat Pump Rebate Program exists solely to incentivize the selection of high efficiency electric heat pumps. The city does not endorse any particular manufacturer or brand of HVAC, nor does it offer any warranty written or implied as to the electric heat pump installation or performance. Customers are encouraged to work through performance and warranty details with the installer of their choice. All future repairs and maintenance of any rebated electric heat pump remain the sole responsibility of the customer.
