SCM Information for Property Owners

SCM’s in HOA communities and commercial developments are designed to manage stormwater runoff and improve water quality.  HOA’s and Commercial site managers are responsible of the maintenance of the SCM and identifying deficiencies that need to be addressed.  The City has developed a SCM Bulletin for HOA's that includes information about the maintenance of the SCM once the developer has transferred over the deed to the property owner.

Required Inspections of the SCM’s

  • Annual Inspections are due between March and May every year.  It is required that the property owner hire a Professional Engineer (PE) for these inspections.  The PE will enter an inspection form through our website for submittal.

  • Periodic Inspections are required for the property owner to inspect the SCM and view any maintenance issues that need to be addressed as they arise. (These inspections do not need a PE).  Forms for this inspection can be found at the link at the bottom of this page titled SCM inspections.  These inspections are for your records.

  • To avoid Notice of Violation and/or fines, the SCM shall be routinely maintained, and annual inspection reports are submitted annually.

 

Importance of Stormwater Control Measure Maintenance

Stormwater SCMs are well designed and maintained by owners to reduce the amount of non-point source pollutants that reach the shared waterways.  The SCM not only benefits the HOA community and commercial sites they are placed, but also areas downstream. 

When SCM maintenance is ignored, problems escalate and can lead to expensive problems!
