Wilkinson Homes Repositioning Project

The Wilkinson Homes is an apartment complex located in the Logan Community. The complex spans over 7 acres and includes 17 buildings with 46 total units, including 13 one-bedroom, 21 two-bedroom, 10 three-bedroom, and 2-four bedroom apartments. 

The Wilkinson Homes apartment complex was built in the 1950s and needs significant rehabilitation. The national average age of public housing units is 30 years, which is the U.S. Department of Housing and Urban Development's (HUD) deemed life expectancy for properties like the Wilkinson Homes complex. While there were some renovations to the property in the 1980's and 2000's, the age and wear and tear demand significant repairs, necessitating a comprehensive redevelopment.

As a result, the City of Concord is currently working with HUD and other federal and community partners to completely rebuild and revitalize the Wilkinson Homes to provide accessible and sustainable housing solutions for low income families in our community.

ABout the Project

Known as the "Wilkinson Homes Repositioning Project," the proposed plan would demolish the existing buildings and aging structures and rebuild 95 affordable apartment homes alongside 12 affordable houses for purchase by eligible low income buyers. In total, the project would result in 107 new affordable housing options for the community.

Through HUD's Rental Assistance Development program,the City aims to build new apartments with varied rental rates to enhance density and affordability, and foster greater socioeconomic diversity within the community. The 46 existing apartment units will be for current public housing residents, while the remaining 49 homes will align with HUD's fair market rent to support families earning 80% or less of the area medium income (AMI). Additionally, some units will be workforce housing for families earning between 80% and 120% of AMI.

Community Partnerships

The City is partnering with WeBuild Concord, a local nonprofit real estate development agency focused on equitable and permanently affordable housing solutions. Together, we plan to construct 12 homeownership units on-site to expand housing options for residents.

This redevelopment initiative will address the city's need for affordable and sustainable housing while revitalizing the community for the benefit of its residents.
