The purpose of the post-construction stormwater management program is to manage stormwater runoff from new development/redevelopment that drains to the MS4 and disturbs an acre or more of land surface, including projects less than an acre that are part of a larger common plan of development or sale. The program also is required to provide mechanism to require long-term operation and maintenance of SCMs (previously known as BMPs) and ensure controls are in place to minimize water quality impacts.
The City adopted and approved a post-construction stormwater management ordinance, included in the Development Ordinance, on January 12, 2006. The City enforces and implements the requirements of the ordinance for post-construction stormwater management and only allows the use of Stormwater Control Measures (SCMs) designed in accordance with the NCDEQ Stormwater Design Manual. Additionally, the City requires annual inspections and Operation and Maintenance (O&M) reports from SCM owners and is implementing long term O&M by legal documentation and the posting of security bonds.
To control Fecal Coliform sources, the City provides plastic bags for pet waste in City parks and along the greenways.
