The Community Development Division is committed to making the City of Concord and its neighborhoods better places to live, work, and play. Through the efforts of this Division, the City strives to provide safe, decent, affordable housing, a suitable living environment and economic opportunities, specifically for low- and moderate-income individuals and communities. The City has several programs in place to accomplish this goal. These programs are federally funded through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Programs.

2025 Draft of the Five-Year Consolidated Plan for the Cabarrus/Iredell/Rowan HOME Consortium
|
As part of its Housing and Urban Development (HUD’s) grant planning process, members of the Cabarrus, Iredell, and Rowan HOME Consortium will be providing a community needs survey for citizen input for the five-year and annual Consolidated Plans. Your input as community stakeholders will be vital in providing guidance in the use of community development funding in our communities. This involves many aspects of community development including affordable housing, adequate infrastructure, housing rehabilitation, fair housing, protection of the environment, enhancement of civic design, and economic growth. Community needs will be based on the following national objectives of Housing and Urban Development (HUD): 1) Benefit low- and moderate-income persons (80% of the local Area Median Family Income), 2) Prevention or elimination of slum and blight (vacant lots, abandoned buildings, and/or housesin dangerous shape with possible environmental contamination), and 3) Urgent need (crisis, emergency, and those in risk of homelessness).
The strategy must also provide decent housing, provide a suitable living environment, and expand economic opportunity. All interested citizens will be invited to attend one of the in-person public input hearings to be presented from: 9:00 a.m. to 10:00 a.m. and 4:30 p.m. to 5:30 p.m. on Thursday, September 4, 2025, in the City of Concord Council Chambers. *The Comment Period will run from September 5, 2025, thru October 10, 2025.

Notice of Public Input Hearing for HUD Consolidated Plan

Every five (5) years, the City of Concord is required to submit a Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) to describe the overall planned uses for all of the funding allocations that are received during this time period. The City of Concord submits this Plan on behalf of the Cabarrus/Iredell/Rowan HOME Consortium, which includes the City of Concord, Cabarrus County, Iredell County, the City of Kannapolis, the Town of Mooresville, the City of Stateville, and Rowan County. There are also three (3) community housing development organizations (CHDOs) that are part of the Consortium. The City of Concord is required to post the draft of the Consolidated Plan prior to submitting the Plan to HUD for approval. The Market at Gibson Village is located at 419 Kerr Street NW in Concord and we invite you to stop by and pick up some fresh, locally grown produce and products.

HUD Announces Sponsors for the 2025 Innovative Housing Showcase

On August 20, 2025, the U.S. Department of Housing and Urban Development (HUD) announced the presenting sponsors for the 2025 Innovative Housing Showcase: The International Code Council (ICC), The Manufactured Housing Institute (MHI), The Structural Building Components Association (SBCA), and The Home Depot. As a proud part of the America 250 Initiative, the showcase will feature the theme, “The American Home Is The American Dream,” celebrating the evolution of homeownership over 250 years and how the American home is representative of the American values of independence, opportunity, and the unshakable drive to build a better life. “This year’s Innovative Housing Showcase puts the spotlight on American grit and free market innovation - a powerful reminder that free enterprise, not big government, drives the American Dream of Homeownership,” said HUD Secretary Scott Turner. “HUD will continue to spotlight solutions that support quality, affordable homeownership opportunities for hardworking Americans. Together, we will usher in the Golden Age of American Homeownership.” Founded in 2019 by former HUD Secretary Ben Carson, the showcase will feature a variety of full-scale housing models including manufactured, 3D printed, and modular homes from across the country displayed on the National Mall. HUD Secretary Scott Turner Applauds President Trump’s Action on Homelessness

On July 25, 2025, the U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner applauded President Trump’s Executive Order (EO), “Ending Crime and Disorder on America’s Streets.” The EO restores accountability to homelessness programs by ensuring Americans suffering from severe mental illness or addiction get treatment to support recovery and self-sufficiency. By taking action to redirect federal resources toward programs that tackle substance abuse as part of addressing homelessness and protecting public safety, today’s action represents a shift away from the failed “housing first” policies that ignored the relationship between homelessness, illicit drugs, and mental illness. Secretary Turner Recaps Major Wins from National Homeownership Month, Underscores Need for Rate Cuts
|

On July 25, 2025, during National Homeownership Month, U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner spearheaded regulatory rollbacks and strategic initiatives to expand access to the American Dream of homeownership. As Secretary Turner stated, “We’re slashing regulations at HUD to unleash the private sector to build and get government out of the way. The Federal Reserve needs to do its part and cut interest rates. Mortgage rates will follow.” Secretary Turner kicked off National Homeownership Month by ringing the Closing Bell at the New York Stock Exchange. In his remarks, Secretary Turner spoke about the important role of free enterprise and market-driven solutions in expanding access to affordable housing, referencing former President Calvin Coolidge: “‘The chief business of America is business.’ And what better way to celebrate that than to be here at the New York Stock Exchange and there's no greater time to celebrate that than National Homeownership Month.”Watch the Closing Bell ceremony here. Reimagine McGill Survey Results

In the fall of 2023, the City of Concord, in partnership with community organizations, sought residents’ input through a survey to help guide the decisions to determine how to redevelop the property that was purchased by the City on McGill Avenue, which is a major gateway between Western Concord and historic Downtown Concord. The City wanted to explore the concepts that would address a critical community need for greater access to fresh fruits and vegetables. The input from the community will help to guide the decisions for redevelopment on McGill Avenue. The survey results are now available for review. Please view the results below:
