The Community Development Division is committed to making the City of Concord and its neighborhoods better places to live, work, and play. Through the efforts of this Division, the City strives to provide safe, decent, affordable housing, a suitable living environment and economic opportunities, specifically for low- and moderate-income individuals and communities. The City has several programs in place to accomplish this goal. These programs are federally funded through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Programs.

2025 Draft of the Five-Year Consolidated Plan for the Cabarrus/Iredell/Rowan HOME Consortium
|
Every five (5) years, the City of Concord is required to submit a Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) to describe the overall planned uses for all of the funding allocations that are received during this time period. The City of Concord submits this Plan on behalf of the Cabarrus/Iredell/Rowan HOME Consortium, which includes the City of Concord, Cabarrus County, Iredell County, the City of Kannapolis, the Town of Mooresville, the City of Stateville, and Rowan County. There are also three (3) community housing development organizations (CHDOs) that are part of the Consortium. The City of Concord is required to post the draft of the Consolidated Plan prior to submitting the Plan to HUD for approval. HUD Secretary Scott Turner Applauds President Trump’s Action on Homelessness

On July 25, 2025, the U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner applauded President Trump’s Executive Order (EO), “Ending Crime and Disorder on America’s Streets.” The EO restores accountability to homelessness programs by ensuring Americans suffering from severe mental illness or addiction get treatment to support recovery and self-sufficiency. By taking action to redirect federal resources toward programs that tackle substance abuse as part of addressing homelessness and protecting public safety, today’s action represents a shift away from the failed “housing first” policies that ignored the relationship between homelessness, illicit drugs, and mental illness. Secretary Turner Recaps Major Wins from National Homeownership Month, Underscores Need for Rate Cuts

On July 25, 2025, the U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner announced that HUD declared the Atlantic City Housing Authority (ACHA) in substantial default. This action follows years of mismanagement at ACHA and underscores HUD’s commitment to protect residents and uphold safe and decent housing conditions. “At HUD, we are called to be good stewards of two things: taxpayer dollars and the people we serve. The Atlantic City Housing Authority has neglected that mission. We are taking action to stop negligence and deliver a safe environment for tenants. HUD said ACHA failed to meet other goals in the category of ‘improving physical conditions of dwelling units.’ Several forms detailing possible work that could improve those properties were still just drafts and not finalized, according to the letter. Gone are the days where mismanagements and dysfunction are the norm—and we hope this action clearly sends that message to the communities, families, and residents we serve. HUD and Census Bureau Report New Residential Sales in June 2025

On July 24, 2025, the U.S. Census Bureau and the U.S. Department of Housing and Urban Development jointly announced the following new residential sales statistics for June 2025. Sales of new single-family houses in June 2025 were at a seasonally-adjusted annual rate of 627,000, according to estimates released jointly today by the U.S. Census Bureau and the Department of Housing and Urban Development. This is 0.6 percent (±13.3 percent)* above the May 2025 rate of 623,000, and is 6.6 percent (±16.2 percent)* below the June 2024 rate of 671,000. The seasonally-adjusted estimate of new houses for sale at the end of June 2025 was 511,000. This is 1.2 percent (±1.6 percent)* above the May 2025 estimate of 505,000, and is 8.5 percent (±5.4 percent) above the June 2024 estimate of 471,000. This represents a supply of 9.8 months at the current sales rate. The months' supply is 1.0 percent (±16.0 percent)* above the May 2025 estimate of 9.7 months, and is 16.7 percent (±20.3 percent)* above the June 2024 estimate of 8.4 months. The median sales price of new houses sold in June 2025 was $401,800. This is 4.9 percent (±6.9 percent)* below the May 2025 price of $422,700, and is 2.9 percent (±5.9 percent)* below the June 2024 price of $414,000. The average sales price of new houses sold in June 2025 was $501,000. This is 2.0 percent (±8.9 percent)* below the May 2025 price of $511,500, and is 1.1 percent (±9.4 percent)* above the June 2024 price of $495,500.The July report is scheduled for release on August 25, 2025. Reimagine McGill Survey Results
|

In the fall of 2023, the City of Concord, in partnership with community organizations, sought residents’ input through a survey to help guide the decisions to determine how to redevelop the property that was purchased by the City on McGill Avenue, which is a major gateway between Western Concord and historic Downtown Concord. The City wanted to explore the concepts that would address a critical community need for greater access to fresh fruits and vegetables. The input from the community will help to guide the decisions for redevelopment on McGill Avenue. The survey results are now available for review. Please view the results below:
