The Community Development Division is committed to making the City of Concord and its neighborhoods better places to live, work, and play. Through the efforts of this Division, the City strives to provide safe, decent, affordable housing, a suitable living environment and economic opportunities, specifically for low- and moderate-income individuals and communities. The City has several programs in place to accomplish this goal. These programs are federally funded through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Programs.

HUD Secretary Scott Turner Announces Newly Available Funds to Expand the Tribal HUD-VASH Program
|
|
On April 24, 2025, U.S. Housing and Urban Development (HUD) Secretary Scott Turner today announced $2.2 million in new available funding under the Tribal HUD-Veterans Affairs Supportive Housing (VASH) program. This program delivers critical rental assistance for Native American veterans who are – or who are risk of becoming – homeless in Tribal communities across the nation. Secretary Turner made the announcement after touring the Oneida Tribe reservation with Congressman Tony Wied (R-WI-08) and visiting with Oneida Tribe leadership. This expansion announcement is the result of approximately $2.2 million in Fiscal Year (FY) 2017 funds that were not exhausted and are now available for grants to support the expansion of rental assistance for Native American Veterans who qualify. Secretary Turner Visits Northwest Arkansas to Witness Opportunity Zone Success, Innovative Housing Solutions

On April 23, 2025, U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner joined Governor Sarah Sanders of Arkansas and Congressman Steve Womack (AR-03) in Northwest Arkansas. The leaders visited opportunity zones, discussed affordable housing solutions and spoke with elected officials, education leaders and members of the business community about economic growth and local initiatives yielding results in the region. “Thank you to Governor Sanders and Congressman Womack for welcoming me to the great state of Arkansas to witness firsthand the incredible work being done to expand housing opportunities. The federal government does not have all the answers. HUD and GSA Announce Collaborative Effort to Identify New Headquarters for U.S. Department of Housing and Urban Development

On April 17, 2025, the U.S. Department of Housing and Urban Development (HUD) and the U.S. General Services Administration (GSA) announced the addition of HUD headquarters to the accelerated disposition list in order to engage the market and explore HUD’s relocation options. Currently, HUD is located in the Robert C. Weaver Federal Building near L’Enfant Plaza in Washington, D.C. HUD headquarters’ addition to the accelerated disposition list will allow the GSA to more effectively right size the federal real estate portfolio to reduce the burden on the American taxpayer while also delivering space that enables HUD to achieve its mission. The building, which opened in 1968, currently faces over $500 million in deferred maintenance and modernization needs and costs the American taxpayer more than $56 million in yearly rent and operations expenditures. In addition, with every member of HUD staff at its headquarters, the Weaver Building is at half of its total occupancy. Click the title to learn more.

Secretary Turner, Senator Scott Visit Charleston Homeless Shelter, Tour Affordable Housing Development located in an Opportunity Zone

On April 16, 2025, the U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner and U.S. Senator Tim Scott (R-S.C.), Chairman of the Senate Committee on Banking, Housing, and Urban Affairs, visited One80 Place, a homeless shelter in Charleston. One80 Place is developing a 6-story, $44 million housing and shelter. This Opportunity Zone development will provide 70 affordable housing units and family shelter will be the first of its kind in the area with hopes to replicate the project across the country. HUD Secretary Scott Turner Commemorates Fair Housing Month |

On April 11, 2025, the U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner today recognized April as Fair Housing Month, unveiling this year’s theme: “Faith, Freedom, & Fair Housing.” Secretary Turner marked the historical milestone with a message reaffirming HUD’s responsibility to uphold the Fair Housing Act and the department’s ongoing commitment to support a free and fair housing market as part of the Golden Age of American homeownership. The Fair Housing Act, enacted on April 11, 1968, prohibits discrimination in the sale, rental, and financing of housing based on race, color, national origin, religion, sex, familial status, or disability. Reimagine McGill Survey Results
|

In the fall of 2023, the City of Concord, in partnership with community organizations, sought residents’ input through a survey to help guide the decisions to determine how to redevelop the property that was purchased by the City on McGill Avenue, which is a major gateway between Western Concord and historic Downtown Concord. The City wanted to explore the concepts that would address a critical community need for greater access to fresh fruits and vegetables. The input from the community will help to guide the decisions for redevelopment on McGill Avenue. The survey results are now available for review. Please view the results below:
