Adopt-a-Street Program

Adopt a Street Clean upLitter-free streets, parks, and public areas add to the beauty and appeal of our community. To improve the appearance of Concord and to encourage community involvement, the City established an Adopt-A-Street Program. This program organizes individuals and groups around the City that are interested in helping remove litter from public areas and roadsides.

Participating groups must sign an agreement with the City to formalize their commitment to this effort. Groups must be willing to commit to picking up litter at least once every three months (or more if necessary) along their adopted section of street. Supplies (litterbags, safety vests and gloves) will be available at the Transportation Department office located at 242 General Services Dr SW. In recognition of this commitment, signs will be installed along streets that have been adopted identifying the groups that have volunteered to help keep them litter-free.

If you are part of a group or organization that is interested in participating in the Adopt-a-Street Program, please complete the appropriate agreement form(s) and review the associated safety procedures.

How long is an adoption period?

An adoption period is three (3) years.

How many times per year does an organization have to pick up litter along the adopted street?

Each adopted street must be cleaned of litter (4) four times per year, depending on the street sections. Some areas have a history of accumulation more litter than others, so more pick-ups might be required. 

Once volunteers fill up the garbage bags, who picks them up?

Once you have filled your garbage bags and have completed your pick up, use the "Report Litter Sweep Volunteer Actions" app to log your pick-up. Once the survey is completed the Adopt-A-Street Coordinator will be alerted of your pick-up and will handle pick-up of the trash bags.  

What is inside the Adopt-A-Street Equipment Kit?

The equipment kits is designed to provide Adopt-A-Street volunteers with the necessary materials and tools to have a successful and safe cleanup event.  
The Program Coordinator will arrange time to meet will the volunteer group prior to their first cleanup, and will supply some safety tips and cleanup supplies. 

The following items are included in the Equipment Kit:

  1. Five (5) Safety Vests 
  2. Five (5) Safety Gloves 
  3. Ten (10) Orange Plastic Litter Bags
  4. One (1) Storage Bag 

Each Kit is designed up to provide five (5) volunteers with supplies. If you have more than five (5) volunteers, please let the Program Coordinator know. If any items are missing, notify the Program Coordinator immediately. Once you are running low on Orange Plastic Litter Bags please let the Program Coordinator know and they will be able to re-supply you. 

Items to Bag, Move, or Leave?

Sometimes you will have questions on Items to Bag, Move, or just Leave. Please see the below break-down. 

Bag It 

These items may be placed into the Orange Plastic Litter Bags. 

  • Small items made of paper, cardboard, plastic, Styrofoam, wood, glass, or metal.

Move It

These items should be placed alongside your stacked Orange Plastic Litter Bags at the edge or the roadway. 

  • Items with pointed or sharp edges that may tear or rip the bag. 
  • Large items that would prevent the bags from being tied closed. 
  • Heavy items that would rip or tear the bag. Items that would cause you physical injury if tired to move. 

Leave It 

These items should be left where they are found. 

  • Items that could cause physical injury if moved. 
  • Any item in an unsafe location, (within two (2) feet of traffic lane or on a steep slope, ect.) 
  • Report these items on the App or to the Program Coordinator that day, or one the next working day, during normal business hours. You may need to leave a voice mail. 
  • Any items containing hazardous substances.

Hazardous Items

Keep a safe distance away from the item and do NOT disturb it in any way! 

  • Hazardous Substances
  • Any item that you cannot identify and suspect may be hazardous. 
  • Spills of liquid or powdery substances 
  • Fuels, Motor Oils, Transmission fluids, petroleum products. 
  • Antifreeze 
  • Batteries 
  • Paints
  • Aerosol Cans (that are not empty)
  • Human waste, bloody waste, (gauze, ect.)
  • Syringes, labeled and unlabeled medicines, or other drug paraphernalia. 
  • Items with hazardous material labels 
  • Animal Carcasses (Report in "Report Litter Sweep Volunteer Actions" or (704) 920-5555)
  • Extremely Hazardous Items/Possible Crime-Scene evidence
  • Explosives, possible bombs (capped pipes, wrapped packages, ect.)
  • Weapons (guns, knives, ect.), unspent ammunition
