The Operations Bureaus is responsible for several aspects of responsibility within the Concord Police Department. As Commander of the Operations Bureau, Major Ledwell oversees the daily operations of the department's Criminal Investigations Division, Code Enforcement, Mobile Field Force and SWAT Operations. Major Ledwell is also responsible for the Special Operations Division that includes those officers assigned to Center City, City Hall, and Traffic Safety.
Major Ledwell is a lifelong resident of Concord and has been an officer for 25 years, 23 with the Concord Police Department. Ledwell was promoted to the rank of Sergeant in 2003 where he served in the Criminal Investigations Division as supervisor of the department’s crime scene unit, evidence and property division, major crimes along with other aspects within the division. In 2012, Ledwell was promoted to Captain and immediately served as the commander of the Adam Patrol District. In 2014 Ledwell was reassigned as Criminal Investigations commander until 2017 when he was assigned to the Office of Management, Analysis and Planning (OMAP) which was created by Chief Gary Gacek in 2015. In 2019, Ledwell was promoted to the rank of Major and currently is assigned as the Operations Bureau commander.
Major Ledwell is a 2010 graduate of the University of Tennessee’s National Forensic Academy. Ledwell is also a graduate of the North Carolina Justice Academy’s Management Development Program (Class #28) and the Police Executive Research Forum’s Senior Management Institute for Police (Class #75). Ledwell graduated from UNC-Charlotte in 1995 and holds a Bachelor’s of Science degree in Criminal Justice. Currently Ledwell is working to obtain his Master’s Degree from East Carolina University in Political Science/Security Studies with a concentration in Homeland Security.
Major Ledwell is married and has four children and one grandchild. Outside of work, Ledwell spends as much time with his family as possible. He is also an avid sports fan, particularly the Carolina Panthers, and enjoys spending his free time at home with his wife of 15 years.
